A refused applicant receives a letter of refusal giving the reasons and saying whether an appeal is allowed. The Embassy of Ireland in New Delhi decides applications from Bangladesh.
What the visa officer checks
Immigration Service Delivery (ISD) lists the documents for a long stay study visa on its page "How to apply for long term study visa". The same page warns:
- If you do not submit the required documents, your application may be refused.
- If you do not declare a previous visa refusal from any country, your application will be refused.
- False or misleading information or documents can lead to refusal, no right of appeal, and a ban on Irish visas for 5 years.
ISD also asks you to explain why your course does not follow from your past study or work, to account for every gap since your last full-time education, to show you can follow the course in English, and to show funds without relying on public funds or casual work.
Refusal figures in 2026
The Irish Examiner reported on 29 June 2026 that, in a reply to a parliamentary question, junior minister Colm Brophy said 64% of study visa applications (3,273 of 5,097) had been refused by the end of May 2026. For long stay (Type D) study visas the figure was 68% (3,131 of 4,572). He said the figures cover all study visas, including English language courses and fee-paying schools, and first decisions only.
Appealing a study (D) visa refusal
ISD's appeal page (updated 29 May 2026):
- Your letter of refusal states whether you may appeal. There is no fee.
- Your appeal must arrive within 2 months of the date on the letter of refusal.
- Write a signed, dated letter with your name, postal address, email and Visa Application Transaction Number. Answer each reason for refusal and add any new information.
- Send original documents by post to the office named in your letter. Fax and email are not accepted.
- Only 1 appeal per application is permitted. If it fails, you may make a new, paid application.
The Embassy in New Delhi lists 6 calendar months as its usual time for a study appeal decision (processing-times page, updated 17 September 2026).
Short stay (C) visas
Both ISD and the Embassy say that from 1 June 2026 a refused short stay visa can no longer be appealed, except for applications under the EU Free Movement Directive. Long stay study visas still have the appeal.
What to do
- Answer every reason in your letter with evidence.
- Always declare every previous refusal, with the original refusal letter.
